The proposed five-year strategic plan for the City of Sheboygan developed by the firm Baker Tilly went without the approval of the Committee of the Whole on Wednesday night. The draft approach designed to guide the course of the City through the years 2023-2028 was reviewed by Baker Tilly before the Council, which appreciated its scope, but overall the document seemed to “miss the mark” to the extent that it did not gain Committee approval.
The key question seemed to be what to do next, and centered about to whom the document would now be referred in the absence of a City Administrator, which would be the proper recipient. In the end, it was decided that as long as it was still in-process and not tabled entirely, the process of developing the strategic plan could continue without having to be entirely re-initiated by the Council.
The Committee eventually voted unanimously to file the document for now, with the expectation that a new, revised plan would be forwarded by Baker Tilly without further cost to the City as a condition of the contract that was signed.
