A person who was the target of a plan to be murdered is unharmed today and those planning the act are in jail in Manitowoc County.
The story began last month when investigators with the Manitowoc County Sheriff’s Office learned of a possible threat of solicitation to take out the intended victim. Investigators immediately dug deep into the threat and did obtain probable cause to arrest two Newton residents on charges of Solicitation to Commit First-Degree Intentional Homicide.
This past Tuesday investigators conducted a traffic stop and arrested 37-year-old Larry Wallen and 49-year-old Christina Seguin without incident. The two were booked into the Manitowoc County Jail and the victim was unharmed. On Wednesday cash bail was set at $150,000 for Wallen and $10,000 for Seguin.
Multiple local and state agencies were credited with developing the case and the eventual arrests.
