A total of $191.5 million was approved for Sheboygan County expenditures in 2024 by the County Board on Tuesday night. The budget includes a property tax levy of $53.7 million. The remaining $137.8 million required to support Sheboygan County’s 19 departments and 850 employees implementing over 200 programs and services will come from federal, state, and sales tax revenue.
A release from Sheboygan County Board Chair Vernon Koch on Wednesday called the budget “fiscally conservative”; one that preserves all core programs and services. That’s made possible in part by a property tax levy increase of 1.69% over 2023, or a total of $891,161 more in spending. Sheboygan County Administrator Alayne Krause noted that “Since 2013, the average annual increase of the property tax levy is 1.44%. Inflation has increased an average of 2.62% annually over the same period.”
The 2024 budget also includes a property tax rate of $3.89 per 1-thousand-dollar valuation, a decrease of 11.05%, or 48 cents, from the 2023 rate of $4.37. As a result, on a home valued at $100,000, the county’s portion of property taxes will decrease by $48. The 2024 budget reflects the 8th consecutive year the property tax rate has gone down.
In addition to essential programs and services, key components of the budget include investments in staffing and facility upgrades at Rocky Knoll; Tuck-pointing and window replacement at the historic Sheboygan County Courthouse; Enhanced child welfare and behavioral health services in response to demand and caseload size; Improvements to local transportation infrastructure; and investments in staffing and equipment replacement for the Sheriff’s Department, including application of new State Supplemental shared Revenue.
