More arrests have resulted from the investigation into child porn sent from the City of Sheboygan’s former H-R Director. Adam Westbrook was arrested last month after being found with explicit images he made of his adopted son in Wisconsin Dells. He faces trial by Jury in September on charges of possessing child pornography and of sexual exploitation of a child. Westbrook, who was H-R Director for Outagamie County at the time, was found to have exchanged images via Snapchat with Preston Kite, a Racine County Sheriff’s Deputy arrested earlier in February on indecent exposure charges. Investigators into that exchange have now taken two more persons into custody who’d also exchanged related images.
Jacob Boudreau of Appleton and Noah Thiel of Oconomowoc now also face similar charges. Detectives say the source of those images was Westbrook who sent them to Bodreau, who was then found to have exhanged similar snapchats with Thiel.
Westbrook resigned his position with the City of Sheboygan in August of 2022, shortly after allegations tame to light that he made inappropriate comments to a teenage intern. Those allegations were dismissed after an internal investigation.
