Sheboygan promotes itself not only as the “Bratwurst Capitol” of America, but especially in tourism-related marketing as the “Malibu of the Midwest”. On Monday night the Common Council will consider further cementing that image when, besides the usual business, they also receive a proposal submitted by City Administrator Casey Bradley to develop a vacant parcel of land just south of the South Pier District into a $40M development known as the Malibu Apartments.
The land formerly housing the Optenberg Iron Works until it closed in 2001 – now known as “Kite Beach” – was first proposed for a project shortly thereafter. An agreement to develop the site fell through, however, likely due to the Department of Natural Resources’ finding the soil contaminated in 2005.
The new developer, Malibu Apartments LLC has been in active discussions with the DNR and the Sheboygan County Planning and Conservation Department to clean up the site through a state grant received by the County, and continued work between the City of Sheboygan and the developer is expected to complete that process as planned. In order to finance the development a new Tax Incremental District, TID 21, would be created.
The developer proposes a two-phase project for a total of 210 apartments as well as commercial space for a beachfront restaurant. If approved as presented, the developer would have to begin the first phase on or before October 1, 2024, and the second phase on or before December 31, 2026.
The presentation will take place during the Common Council Meeting Monday, February 5 at 6 p.m.
