Actions connected to the firing without cause of former Sheboygan City Administrator Todd Wolf have prompted the introduction of a resolution to censure Alderperson Roberta Filicky-Peneski. That resolution is listed as “Laid Over”, meaning no action will be taken on it for now, but its publication was included in the document outlining the content of tonight’s Common Council meeting.
The resolution was penned by Alderpersons Dean Dekker and Amanda Salazar, who allege that Filicky-Peneski violated several rules of conduct after the October 24, 2022 Sheboygan Common Council meeting from which Wolf was excluded, and which included a closed session to discuss his status.
Detail in the resolution suggests that shortly after that meeting Filicky-Peneski met with Wolf in her home, disclosing the contents of closed session in violation Council rules. The resolution didn’t say how it came to light, but revealed that Wolf secretly recorded the one-on-one discussion with Filicky-Peneski, and that the Alderperson could be heard on that recording using the “N”-word.
The resolution proposes that the Common Council censure Filicky-Peneski for violating the “well-established norms and values of the Common Council” by revealing the contents of the closed session to Wolf and through the use of the racial slur. And although “Censure” couldn’t be found in Sheboygan’s Municipal Code, it typically implies a formal statement of severe disapproval, but which carries no penalties.
