City of Plymouth Police
The City of Plymouth is pointing to the need to take action in order to maintain public safety. A report was released on Tuesday illustrating the needs: “While the Plymouth Police Department has had the same number of officers since 1992, the City of Plymouth population has grown by more than 30 percent. Continued growth is expected, with more than 430 additional housing units planned.”
The report went on to note that “In Plymouth, the Police Department has addressed a more than 250 percent increase in incident reports since 2005. Between 2020 and 2025, incident reports nearly tripled.”
To address public safety concerns, the Plymouth Police Department proposes adding five sworn police officers in phases of two or three officers per year, promoting one existing officer to a Lieutenant position, and purchasing three additional squad cars and necessary equipment.
The proposals are estimated to require an annual addition of $1,065,021 to the budget in order to meet the needs. Obtaining the revenue would be done through referendum to exceed the state-imposed property tax levy limits, as the alternative implementation of a municipal wheel tax on eligible vehicles would place the funding solely upon residents while also establishing the highest Vehicle Registration Fee in the State.
Plymouth residents can expect to receive a survey in the coming weeks to help decide the best path forward. Meanwhile, the Options Assessment report that was presented to the Common Council on Tuesday is available in its entirety at plymouthwi.gov/publicsafety
