The landscape changes on November 1st for public utility customers currently disconnected due to non-payment. That’s related to the onset of the Winter Heating Moratorium in Wisconsin, which prohibits utilities from disconnecting service for nonpayment between November 1st and April 15th each season by law. The other side of the coin, however, is that utilities aren’t required to restore service in the first place until payment arrangements have been made. The utility involved should be contacted directly.
