A contractor hired to participate in the replacement of lead water service lines is being penalized for substandard results. The issue with Essential Sewer and Water came to light at the December 16th meeting of the Sheboygan Board of Waterworks Commissioners.
Superintendent Joe Trueblood told the commissioners that the company had failed to provide documentation needed to demonstrate compliance with minimum wage requirements for contractors and subcontractors working on federally-funded construction projects, thereby requiring ongoing oversight including outside counsel review and additional Utility staff time. Trueblood also reported issues with non-responsive proposals concerning completion timeframe extensions, failure to include street patch costs, difficulty scheduling meter changes and water restoration, as well as clogged meters resulting when the company failed to flush newly-installed water lines.
The Board of Commissioners voted to remove Essential Sewer and Water from the list of contractors approved for Lead Service Line replacement for a two-year period beginning December 18th, after which they can apply for reconsideration.
