A 2021 internal investigation into sexual harassment by the Sheboygan Police Department was kept largely out of view of key city officials.
A report in Wisconsin Watch says that investigation resulted in discipline or verbal reprimands for a dozen officers, and settled a discrimination complaint related to sexual harassment with a female officer for $110,000.
That internal investigation was apparently kept from the eyes of the Police Oversight Board, a citizen commission that can decide to hear and act on complaints, while the City also discontinued an external review of the police investigation that had initially been agreed upon by city leaders.
Sheboygan Human Resources Director Adam Westbrook told Wisconsin Watch that “There was a culture at the police department that allowed for that type of behavior to happen. There has to be a shift that says ‘This is not OK.’”
