SHEBOYGAN, WI (WHBL) - The Master Plan for the development of downtown Sheboygan, South Pier and the Riverfront was presented to the city council Wednesday night and has been referred to the City Plan Commission. Dave Gass, President of the Business Improvement District, said there have been pockets of development in the downtown, but more is needed. He said, "We felt we really needed to sit down and put together a plan." Among other things, the plan suggests establishing 8th Street as an arts, culture and food district, developing affordable residential housing in the downtown, and restoring existing buildings. Gass said it will take the city and the private sector to make it happen, and he said they hope to begin the process immediately by putting together some groups of people to look at what should be tackled first. The plan will come back to the council for final approval in two weeks. The entire, 85-page plan has been posted on the city's website.
