STEVENS POINT, Wis. (WSAU) - The man accused of killing a Plover woman a week ago and leaving her body in a partially burned vehicle will be in court Tuesday afternoon for a bond hearing
32-year-old Jose Luis Flores has been arrested for allegedly killing 36-year-old neighbor Jamie Koch at the apartment building they both lived at in Plover.
District Attorney Louis Molepske Jr. says Tuesday’s one-o'clock appearance in Branch 3 of circuit court is just the bond hearing. “Bond will be set and bail will be given or not given based upon the judge’s ruling. After that, the next stage would be the initial appearance, where by that date, a criminal complaint would be filed.”
The District Attorney says it may be sometime next week before he files formal charges against Flores for the death of Koch. Molepske says he cannot file the charges against Flores yet because investigators are not finished with their reports. “A lot of investigation is still being done, and files are still being finalized and prepared, and as all criminal files, they all come into the DA’s office as a referral, and the DA reviews the referral for the charging document, which is the criminal complaint.” He says that process takes a little time.
Molepske does intend to seek a very high bond for Flores during the hearing. “If he were allowed to be out, it would be a cash bond, a high cash bond amount being requested with conditions of meeting the needs of the victims in the file and the needs of the community.”
Investigators believe Koch died of strangulation, but the official autopsy results have not been released. Waupaca County Sheriff Brad Hardel was one of the investigators at the remote farm field where Koch’s body was found in a partially burned vehicle. He says no weapon was involved in Koch’s death.
