SHEBOYGAN, Wis. (WHBL) - Governor Scott Walker is confident Act 10 will ultimately be upheld in the courts and he warned school districts and municipalities to be cautious. Walker made the comments on the Jerry Bader Show on WHBL Tuesday morning. He warned school boards, city councils and county boards not to move too swiftly in the short term. He said budgets are already set and if benefits are restored, local government may have only one option - to lay off workers. A Madison judge ruled last week that the law, which limits collective bargaining for public employees, is unconstitutional because it infringes on union rights to free speech and association. Walker disagreed, saying no one's freedoms have been taken away and, if anything, this has empowered a larger number of people.
