Sheboygan Budget Stalemate Worsens

SHEBOYGAN, Wis. (WHBL) - The Sheboygan City Council Monday night failed to adopt a 2013 budget and is now working against a December first deadline to get it done.  With 11 of 16 aldermen present, the budget received 7 votes, but needed 9 for passage.  Mayor Terry Van Akkeren and the council leadership then caucused for 10 minutes, after which the budget was brought back for reconsideration, but again failed to get the 9 votes needed.  Van Akkeren said it was no surprise.  He said he's been telling the council leadership that there weren't enough votes to pass the budget, which came out of the Finance Committee.  Van Akkeren has called a special meeting for Wednesday night.  He said, between now and then, he will attempt to speak to as many aldermen as he can in an effort to come up with a compromise.  Meanwhile, Finance Chair Don Hammond says he’s willing to talk, but he’s standing firm on some things.  He accused the mayor of being unwilling to work with anyone but his son - Alderman Dave Van Akkeren - for the past three or four months. Hammond says he is still not willing to raid various reserve funds to the tune of $900,000.  Hammond said both budget plans - the one coming from Finance and the one proposed by the mayor - would reduce the city tax rate next year by about 8 cents per thousand.  He said, however, they differ on how to get there.
