SHEBOYGAN, Wis. (WHBL) - A Sheboygan man has been charged with his 4th OWI after a hit and run accident Wednesday night.  28 year old David Mills was formally charged Thursday in Sheboygan County Court after officers were dispatched to a hit and run accident at 8^th and North.  According to the criminal complaint, witnesses got the license plate number of the vehicle Mills was driving and went to his apartment.  Mills denied hitting another vehicle, then fought with the officer until he was handcuffed and taken to the hospital for a blood draw.  Mills is facing 6 years and $10,000 in fines if convicted.
