SHEBOYGAN, Wis. (WHBL) - A Sheboygan man involved in an accident with his wife and children over the weekend has been charged with his 3^rd OWI in Sheboygan County Court.  34 year old Robert Horsch was charged Monday after officers responded to a rear-end collision on North 8^th and Ontario Avenue Friday evening.  According to the criminal complaint, Horsch’s vehicle struck another vehicle, and when he was being interviewed by officers, had slurred speech and smelled of intoxicants.  His blood alcohol level was a .19 when he was taken into custody, and his wife and children were given a ride home by police.  If convicted, Horsch is facing 2 years in prison, $5200 in fines, and could lose his license for 2 years.
