Sheboygan, Wis. (WHBL) - The major sewer renovation project along Washington Avenue will cost the city of Sheboygan an additional $78,000 due to delays in getting a permit from the state of Wisconsin.  Public Works Director Bill Bittner told the City Council last night that the $2.5-million project should have been done by last fall, but the state held up the permit needed to cross I-43.  Bittner said the project involves the large black pipes along Washington Avenue which allowed the contractor to bypass a major sewer line while it was renovated.  Bittner said the sewer was in such bad shape it was in danger of collapse.  Work has resumed on the project and it will be finished this spring.  The council last night approved the additional cost.
