MILWAUKEE, Wis. (WTAQ) - It's not even in place yet -- and, already, an inmate reform plan from Milwaukee County Sheriff David Clarke Jr. is being blasted. County supervisors say they don't like it. The program is called "Discipline-Order-Structure," and it will have a military boot camp approach. It would replace some inmate rehabilitation programs as the sheriff tries to deal with a budget shortfall of nearly $5 million in his department.
