I have no opinion on the veracity of the number. I would need to research the study more. I have made my opinion on this very clear over the years:

First time OWI should be a crime in Wisconsin

Third time offense should be a felony

Five time offense should include severe penalty; I wouldn't exclude life in prison

Homocide by intoxicated use of a vehicle with any previous OWI, life in prison

And yes, buying your child under age 18 alcohol in a bar should be outlawed
