This was one of my first observations about this story; why on EARTH would you name the cleared players. My first guess was it was some incompetent effort to actually help the Packers, by circumventing rumors of who was involved, by clearing those who weren't. But this is highly unusual. Law enforcement usually doesn't name people who aren't charged with a crime.
