It looks that way to me!!! This was sent to me by a listener filing for unemployment. I can understand some type of note explaining benefits haven't been extended. But this is hardly an apolitical boilerplate statement of the facts. For example:

Governor Doyle and the Obama Administration continue to strongly advocate for an extension of federal UI benefits. We thank the members of Wisconsin's US House of Representatives delegation who, earlier this month, already passed an extension bill. We also thank Senators Kohl and Feingold who have supported passage of the Senate version of an extension bill.

or how about this???

Governor Doyle and all of us in the Wisconsin Department of Workforce Development stand with Wisconsin's workers during this time of national economic hardship, as our country slowly recovers from a deep national recession.

About the only thing missing is...I'm Barack Obama/Jim Doyle, and I/we approve this message...
