Do you suppose knowing of the the existence of this policy is beneficial to the enemy? Nothing like pointing out that hiding near houses will hold off drone attacks. Yet, the Obama administration and its supporters bristle at the word "soft." Certainly any country that wants to believe it holds global moral authority has to do all it can within reason to keep civilian casualties in war to a minimum. The question becomes, what is "within reason?" Is this policy?
