Did GPS Tracking Service Aid Domestic Abuse?

According to a Wisconsin lawsuit, yes. I tend to put this in the same category as those who would sue gun makers for the actions of those who use the guns they make. That said, I'm trying to figure out how many truly "legitimate" uses there are for the average person to have this device? Tracking your teenage kid maybe? Beyond that, I'm struggling.

Further, if this company continued to provide the service after being notified of how it was being used, as this suit alleges it does, is that a defensible position on the company's part?
